Urban Flora Regulation Guidelines

Preface
The Bureau of Botanical Compliance (BoBC) issues these Guidelines as binding directives to all vegetative presence within designated urban zones. No exceptions shall be made. Immediate and continuous adherence is required. Non-compliance will be recorded, archived, and processed accordingly. Plants do not need to be notified individually.
1. Terminology
- Specimen: Any vegetative unit, individual or clonal, under observation.
- Apparent Height: Vertical distance from substrate contact to highest viable tissue.
- Chromatic Intrusion: Colour deviating from BoBC-approved seasonal palette.
- Symmetry Deviation: Visible imbalance beyond 15% tolerance.
- Substrate Breach: Growth into, onto, or over artificial surfaces.
2. General Aesthetic Principles
- All specimens shall maintain strict visual harmony with adjacent architectural lines.
- Growth patterns must remain stable during designated peak human movement hours.
- Foliage colour must conform to the BoBC Seasonal Palette (see Appendix C) without exception.
- All visible structures must exhibit clear bilateral or radial symmetry, or be trimmed to neutrality.
- Spontaneous propagation beyond original locus is strictly prohibited without prior registration.
3. Category-Specific Regulations
3.1 Trees
- A4-T01 – Canopy shall not obscure regulatory signage or surveillance hardware.
- A4-T02 – Branching across designated human transit paths must not exceed 45° at any time.
- A4-T03 – Trunk surfaces must not evoke political or religious symbols under any lighting conditions.
- A4-T04 – All deciduous specimens must comply with seasonal shedding deadlines.
3.2 Shrubs
- A4-S01 – Shrubs must maintain geometric consistency; deviation beyond 10% is non-compliant.
- A4-S02 – Excessive flower density causing chromatic saturation is prohibited.
- A4-S03 – Encroachment into pedestrian clearance buffer zones is grounds for immediate citation.
3.3 Vines and Climbers
- A4-V01 – Vertical expansion must not exceed the second-storey line on any built surface.
- A4-V02 – Contact with utilities, cables, or cultural installations is forbidden.
- A4-V03 – Tendril movement under Beaufort scale wind force 3 must remain imperceptible.
3.4 Groundcover & Herbaceous Flora
- A4-G01 – All substrate must be uniformly covered; patchiness constitutes neglect.
- A4-G02 – Maximum permissible height variation: 3 cm per square metre.
- A4-G03 – Surface gloss exceeding BoBC reflectivity index 0.6 shall trigger inspection.
3.5 Mosses, Lichens, and Fungi
- A4-M01 – Pattern formation suggestive of human language or symbology is strictly disallowed.
- A4-M02 – Colour outside approved tonal scale shall be reclassified as ornamental breach.
- A4-M03 – Growth over memorial or commemorative surfaces is prohibited without license.
3.6 Aquatic and Riparian Flora
- A4-A01 – Surface foliage must not reduce water reflectivity below BoBC standards.
- A4-A02 – Visible rooting in zones marked “Optical Serenity” is categorically banned.
- A4-A03 – Ripples caused by vegetative motion are restricted to pre-designated ripple hours.
3.7 Invasive Ornamentals
- A4-I01 – Unapproved reproduction beyond designated plot lines shall be reported immediately.
- A4-I02 – Hybrid blooms disrupting taxonomic clarity are to be neutralised where observed.
- A4-I03 – Floral emissions exceeding tolerable thresholds for human affect must cease.
4. Aesthetic Directives
- All specimens shall initiate immediate structural correction upon identification of deviation.
- Auditory corrective measures must be administered during pre‑dawn operational window (04:00–05:15 local time).
- Infractions shall be cited via thermal printouts attached to non-vital structures using pH-neutral adhesive agents.
- Eviction statements must be affixed at root origin with Northward orientation unless obstructed by terrain.
